Since it comes to us from ancient Greek, you could argue that 'ph', as an orthographic element, pre-dates the influence on written English, of the vast majority of other languages!
there may be such a reason why 'solder' is pronounced differently, but mikeselectric's point is that, if there isn't such a reason, and the 'L' is just being dropped, then it's sloppy—like friends of mine who just say '1, 2, free', because they never paid attention.
