Besides, from an officer's perspective, there is the prospect of administrative reviews, weapon attacks, lawsuits, etc. There is no incentive to lay hands on him if you don't have to.

If you need to, shut off the lights to the lab or close down the computer and say that it is time to close the library.

Are you assuming that someone didn't ask this guy to leave one-on-one prior to what we see on the video? I'm assuming that he was asked prior to library staff calling the police. If anyone knows for sure, I'd be interested in knowing.
I would take issue with likening a Tazer to a Firearm. They were both developed for different reasons and are used in very different ways.
