... I think that all this intervention may be doing more harm than good... Think about it. They die from starvation and dieses because they do not have enough food to go around... The more that are saved the more go that hungry. It makes evolutionary sense for the population to decline until they can work their way up to a good standing. It's sad, but it makes horrific sense.
